​Eligibility Determination
1. Does the student have a significant cognitive disability? What evidence supports this?
2. Is the student learning linked to grade level state content standards?
3. Does he student require extensive direct individualized instruction and substantial supports to achieve measurable gains in the grade-appropriate curriculum?

Eligibility decisions are made annually for students and must be made early in the school year to ensure the opportunity for an adequate period of standards-aligned instruction guided by the Core Content Connectors, even if the annual IEP is due later in the year.
